Key Personnel
A number of key personnel are involved in the FOUR STAR ASSOCIATES CORP projects.
Mr. James Cary, Chief Executive Officer
Mr. Cary is co-founder and Chief Executive Officer of Four Star Associates Corp, a privately held Delaware corporation with offices in San Diego, Vicksburg, MS and Washington, DC. He holds B.S., M.A., and M.S. degrees in Information Science and Systems Science from the University of Louisville. Mr. Cary is a former career US Army Aviation, Armor and Special Operations officer with over 26 years of active duty. Earlier in Mr. Cary’s career he managed the Land Rover/Leyland US production facility.
Jim was one of the founders of Delta Force in the late 70’s and after retirement was called back into service by the Special Assistant to the Chairman of the Joint Chiefs for Counter-terrorism in ’98. He has remained involved in the field through C4ISR contracts with the Army Communications-Electronics Command and the Navy SPAWAR Systems Center, San Diego.

Dr. Wayne Clark, President
Dr. Clark is a co-founder and President of Four Star Associates Corp. Dr. Clark is a senior executive with extensive experience and a distinguished management record in high technology environments. He holds B.S., M.S., and Ph.D. degrees in electrical engineering from the University of Texas at Austin, and studied business management at the University of California, San Diego, CA. He was a founder, President, Chief Operating Officer, and Member, Board of Directors of PurePulse Technologies, Inc., where he led the development of new sterilization and pasteurization technology using intense pulsed ultraviolet source technology. In addition to his broad management experience, Dr. Clark has made significant technical contributions in the fields of electrical engineering and plasma physics. He has extensive experience and expertise in intense ultraviolet source technology and the use of this technology for commercial, industrial, and DoD applications.

Ms Lynne Brush, Executive VP
Ms Brush is an expert in general contracting management and has managed hundreds of property construction and reconstruction, both residential and commercial, in the States of Florida and Mississippi. Ms Brush is a civil engineer with over 30 years of experience with certificates in Concrete Masonry Placement, Excavating and Pipe contracting. She is also a licensed contractor in Florida and Mississippi. She is responsible for on-site construction management for all Four Star projects.

Dr. James Wilson, Chief Scientist
Dr. Wilson has been Chief Scientist of Neptune Sciences Division of Planning Systems, Inc. since 2004. He holds B.S., Mathematics/Nuclear Physics, United States Naval Academy, M.A., Applied Mathematics, Pennsylvania State University and Ph.D., Applied Mathematics/Nuclear Physics, Pennsylvania State University. Dr. Wilson has extensive experience in multi-sensor, automated data fusion, radar modeling with the Variable Terrain Radio Parabolic Equation (VTRPE) Model, ocean acoustics, signal processing, real-time hardware/software system design, acoustical oceanography, and quantum mechanics.

Mr. Phil Luck, Sr. VP & Chief Technical Officer
Mr. Luck is the lead Technical Manager for the Azerbaijan, Iraq, Bahrain and other projects. He holds a B.S. degree in Computer Science, Brunel University, London, England. Mr. Luck has over 30 years experience in engineering, telecommunications and technology projects. He has a proven track record of leadership in technology innovation for both foreign and domestic clients, and is responsible for the design and implementation of numerous wireless telecommunications infrastructures in the US and abroad.

Mr. Mario D’Ortenzio, Sr. VP of Signals Intelligence (SIGNIT) Engineering
Mr. D’Ortenzio is responsible for all aspects of geolocation systems design, engineering, installation and operations. He has a BSEE degree from Rensselaer Polytechnic Institute and 28+ years of hardware, systems, and software design experience with IBM. His career focus is in the design and development of complex geolocation and SIGINT systems for the US government, and 15+ years of experience providing specialized technical support to a number of DoD and Federal agencies. Mr. D’Ortenzio has been the sole architect and developer of the Personal Computer Geolocation System (PCGS). This highly regarded COMINT RF geolocation system is capable of locating emitters much more precisely than is often possible with much more common and conventional systems employing direction finding technology.

Mr. Carl Rosengrant, Sr. VP Communications Engineering
Mr. Rosengrant is Radar specialist and communications engineer. He has a B.S. in Electronics Engineering from the University of Illinois; Mr. Rosengrant is a former career US Navy Electronic Engineer. He was the leader of the Littoral Combat Ship (LCS) ISR/IO Module Study Group, and manager of logistics and site set up for the Polyphase Propagation Probe Experiment (P4E) in Alaska. He also performed radar and communications systems analysis, and site survey for Frontier Plover; and carried out shipboard AIS (Automatic Identification System) installations aboard carriers and other combatants.
Mr. Ken Kaiser, Sr. VP. Systems Analysis
Mr. Kaiser’s background encompasses all major warfare areas as well as such acquisition and development areas as requirements analysis and definition, production planning configuration management, reliability and maintainability, test and evaluation, system integration, and logistics support. He has a B.S. from Linfield College, M.S. from George Washington University and a MBA National University, San Diego. With an emphasis in Command, Control Communications, Computers and Intelligence (C4I) systems, Mr. Kaiser has performed in the aforementioned areas for Navy and Joint systems from the platform to the CINC level. The systems include such diverse systems as Advanced Combat Direction System (ACDS), Global Command and Control System, Aegis, Integrated Undersea Surveillance System (IUSS), Sensor integration for ELB, Unmanned Aerial Vehicles (UAVs) and Relocatable Over the Horizon Radar (ROTHR).
